Solution-

In Step I, the elements whose last letter is a consonant, all the digits are arranged in decreasing order and all the letters (except the last letter) are replaced by their immediate succeeding letter in the alphabetical series. Similarly, for the elements whose last letter is a vowel, all the digits are arranged in increasing order and all the letters (except the last letter) are replaced by their immediately preceding letter in the alphabetical series. 

In Step II, 2nd and 3rd digits (from the left end) of all the elements are multiplied. All the letters are written in reverse order. 
In Step III, all the digits are added. And the last letter of the element is replaced by its value in the alphabetical series. 
In Step IV, all the digits written after the letters (in each element) are written first in the same order. 
In Step V, all the elements are arranged in the increasing order of the numbers written in each element. And, the letters are arranged in increasing order of their positions in English Alphabetical order.
